  • File CPA 14-001 - a request by the City of Kennewick to amend its Urban Growth Area (UGA) to include approximately 3 acres and remove approximately 410 acres from its current Urban Growth Area Boundary. 

Areas that are proposed to be added to the Kennewick UGA are developed residential uses and are described as follows:

 Lots 9 and 10, Block 2 and Lots 1 through 6, Block 4, Empire Lakeside Estates as recorded in Volume 8 of Plats, Page 96, records of Benton County, Washington and all roads adjacent to them.

Areas that are proposed for removal from the Kennewick UGA are primarily developed single-family residential, orchards, a gravel pit and some vacant lands.  The areas to be removed are generally described as follows:

The Northeast Quarter of the Southwest Quarter, Except Lot 1 of Short Plat 2269, and that portion of the Southeast Quarter lying Southwest of the North line of the Kennewick Irrigation Canal right of way in Section 24, Township 8 North, Range 29 East; and,

 

Lots 1 through 4 of Short Plat 2621 together with that portion of unincorporated Benton County in the Northwest Quarter lying West of Short Plat 2620, in Section 19, Township 8 North, Range 30 East; and,

 

That portion of Tracts 29 and 30 of Chicago Ten Acre Tracts Addition, lying North of the drainage canal in Section 5, Township 8 North, Range 30 East; and,

 

The South Half of the South Half of the Northeast Quarter, including Tract 10 & 11 of Sweet and Grange Tracts Addition and all of the Southeast Quarter of Section 7, Township 8 North, Range 30 East; and,

Resolution # 2015-256  rescinding Resolution # 2014-191 amending the Benton County Comprehensive Plan to resolve an appeal to the Eastern Washington Growth Management Hearings Board (EWGMHB) of Resolution 2014-191 reflecting the expansion of the Kennewick Urban Growth Boundary and amends the Benton County Comprehensive Plan Land Use Maps 4.0 and 4.6, Figures 4-5 and 4-12 to remove the 1,263 acres from the City of Kennewick’s UGA.


Adoption Notice for CPA 2014-002 - Resolution No. 2014-732

Resolution 2014-732, amending the Benton County Comprehensive Plan to enlarge the City of West Richland's Urban Growth area (CPA 2014-002) to include approximately 93.94 acres of land known as Lots 1 & 2 of Short Plat 2751 and to amend the Benton County Comprehensive Plan Land Use Maps 4.0 and 4.6, and Figures 4-3, 4-5, and Figure 4-10.  The area is the former site of a racetrack facility and is located adjacent to the west boundary of the West Richland city limits bounded by State Route 224 on the northwest and Keene Road on the north.

Resolution # 2014-191 File No. CPA 13-01 a Comprehensive Plan Amendment to add 1,263 acres for industrial purposes to the Urban Growth Area of the City of Kennewick adopted on February 25, 2014 and approved by Resolution 2014-191 on March 4, 2014. The proposal site is located in Sections 17, 18, 19 and 20, Township 8 North, Range 29 East, W.M., located South of I-82 and east of the Badger Road Interchange on Badger Road.

File CPA 2014-002 a request by the City of West Richland to amend its Urban Growth Area to include approximately 94 acres of land owned by the Benton Rural Electric Association (1.3 acres) and the Port of Kennewick (92.6 acres) respectively, lots 1 & 2 of Short Plat 2751.  The area proposed is the former site of a racetrack facility and is located adjacent to the west boundary of the West Richland city limits bounded by State Route 224 on the northwest and Keene Road on the north.   The parcels are located in Section 11, Township 9 North, Range 27 East, W.M. The current land use designation of the site is light Industrial.

 



 

Ordinance #524 - Adoption of Ordinance No. 524 by the Board of County Commissioners that supersedes and replaces the Official Zoning Map adopted by Ordinance 516 and adopts the Official Zoning Map A-1.  Ordinance 524 and the Official Zoning Map A-1 take effect and are in full force upon their passage and adoption on December 3, 2012. 



2013 CPA DOCKET

  • File CPA 13-01 request by the City of Kennewick to expand its Urban Growth Area to include approximately 1,250 additional acres located south of the City, lying south and west of Interstate 82, comprised of six parcels located in portions of Sections 17, 19, & 20 in Township 8 Range 29 E.W.M.  The current land use designation and zoning of the site is Growth Management Act (GMA) Agriculture.  Please go to Hearing Docs which is a Dropbox location where you can open and/or download a copy of the hearing documents related to CPA 13-01.

    • *New legislation (SSB 5995) passed in 2012 allowing annual modifications to UGAs provided that lands are zoned for industrial purposes, and provided that the increase to the amount of territory within the expanded UGA not exceed seven (7) percent of the total area within the City, and provided the application expand the UGA be preceded by a complete development proposal and master plan for the area to be added to the UGA, and that any approved expansion to an UGA under SSB 5995 be null and void if the development proposal has not been partially or wholly implemented within five (5) years of the amendment, or if the area has not been annexed within five (5) years of the amendment of the UGA.

Resolution 09-727, adopts CPA 09-02, a proposal by the City of Richland to add an additional 178.36 acres of land to the City’s Urban Growth Area Boundary on land use maps 4.0 and 4.5, in Chapter Four, the Land Use Element.

 

Resolution 09-728, adopts CPA 09-03, a proposal by Benton City to add 499 acres of additional land into the City of Benton City’s Urban Growth Area Boundary on land use maps 4.0 and 4.5, in Chapter Four, the Land Use Element.

 

Resolution 09-729, denies CPA 09-04, a proposal by Harold and Susan Bond to change the Comprehensive Plan land use designation from Rural Lands 5 Acre (RL-5) to General Commercial on the land use maps in Chapter Four, the Land Use Element.

 

Resolution 09-730 adopts CPA 09-05, a proposal by Chuck Barnes of Kennewick General Hospital Properties to change the Comprehensive Plan from Heavy Industrial (HI) to Rural Lands 5 Acre (RL-5 on land use maps 4.0 and 4.6, in Chapter Four, the Land Use Element.

 

Resolution 09-731, adopts CPA 09-06, a staff housekeeping proposal to update text in regard to the completion of the Finley Intertie in Chapter Five, the Rural Element; and related edits to road names on the transportation maps in Chapter Eight, the Transportation Element.



Notice of Adoption and accompanying Resolution 08-726/Ord No. 465 Ordinance Amendment to Benton County Code Title 16 - setting Procedures and Standards for amendments to the Comprehensive Plan, adding a new chapter to BCC Title 16.

 


Resolution 07-160 - approving the 2006 Compliance Review and Update of the Benton County Comprehensive Plan.  Amendments approved in the Resolution include Policy additions, text and table information updates, and land use map amendments to the Benton County Comprehensive Plan.  Land Use Map amendments include: the change of existing Rural Lands density from one dwelling unit per 2.5 acres to one dwelling unit per 5 acres in all rural areas of the County except in the Paterson and Plymouth Rural Planning Areas; a change from the existing GMA agricultural land use designation to a Rural Lands 20 acre designation on lands adjacent to a portion of the new Finley Intertie route; and minor re-alignments of land use designation boundaries where necessary to correct situations where parcels were bisected by two land use designations.  The changes to the Plan adopted in Resolution 07-160 will go in to effect September 1, 2007.

Resolution 09-142, adopts CPA 08-01, a proposal by Wayne Penttila changing the designation of approximately 200 acres in south Kennewick from Heavy Industrial to Rural Lands Five (RL-5) on Land Use Maps 4.0 and 4.6 in Chapter Four.

 

Resolution 09-143, adopts CPA 08-02, a proposal by West Richland to add 747 acres of land to the City’s Urban Growth Area Boundary on land use maps 4.0 and 4.5, in Chapter Four.


Resolution 09-144, adopts CPA 08-04, a proposal by the Benton County Administrator to add the County’s new capital facilities and projects to Tables 9.0 and 9.1, in Chapter Nine.

 

Resolution 09-145, adopts CPA 08-05, a staff housekeeping proposal to amend the following chapters of the Benton County Comprehensive Plan: Chapter 1 Introduction, and Chapter Three Goals, Policies and Actions, to update text to reflect recent legislative changes to the RCW language; and in Chapter 9 Capital Facilities to update text in regard to Parks and Recreational Facilities.

 

Resolution 09-162, adopts CPA 07-02, a proposal by John Sullins to change the land use designation on approximately 1,120 acres southwest of the Badger Interchange, from Rural Lands Five (RL-5) to Rural Lands One (RL-1) on Land Use Maps 4.0 and 4.5 in Chapter Four.

 



 

Notice of Adoption and accompanying Resolution 07-905 for CPA 07-01 - Debra Iseri Comp Plan Amendment to change the Land Use Designation from Heavy Industrial to Rural Lands 5

 

Resolution 07-905 - Amendment to the Benton County Comprehensive Plan updating County Land Use Maps to change the land use designation on the maps in Chapter Four from Heavy Industrial to Rural Lands five (5) on her property located in Section 12, Township 5N., Range 27 E WM., parcel number 1-1257-300-0002-000, lying north of Christie Road in Plymouth.


Resolution 07-767 - Amendment to the Benton County Comprehensive Plan updating County Land use maps to replace the density on 809 acres designated RL-2.5 (one dwelling per 2.5 acres) in the Paterson /Plymouth area with RL-5 (one dwelling per 5 acres) and to change the density on approximately 2000 acres currently designated RL-1 (one dwelling per acre) that are distributed at locations in or near Whitstran, Prosser, Benton City, Finley, Badger Canyon, Paterson and Plymouth to RL-5.  The text of the plan is also amended to correspond with the changes to the land use maps.  Resolution 07-767 also contains Attachments A and B (Map and Text changes).  You must have Adobe Reader to view the attachments to this resolution, click on the attachments tab listed at the bottom of the adobe page to view them.
